Even to the casual observer, it’s obvious that the Twin Cities’ retail sector isn’t exactly thriving. Despite the coming holiday season, numerous storefronts are sporting “For Sale or Lease” signs, and even large chains are either slowing expansion plans or quietly closing select locations.
